Biography

Caleb Manasseh Mutfwang (born 12 March 1965) is a Nigerian lawyer and politician who has served as Governor of Plateau State since 29 May 2023. Born in Wusasa, Zaria, he hails from Ampang-West in Mangu LGA, attended Boys' Secondary School, Gindiri, and studied law at the University of Jos.

Called to the Nigerian Bar in 1989, he practised law and served as chairman of Mangu Local Government Area. Contesting on the Peoples Democratic Party (PDP) platform, he won the March 2023 governorship election with 525,299 votes against 481,370 for the APC's Nentawe Yilwatda. The Court of Appeal nullified his election in November 2023, but the Supreme Court restored it in January 2024.

In December 2025 he joined the All Progressives Congress, together with his deputy, Josephine Piyo, and on 21 May 2026 he won the APC governorship primary for the 2027 election.

His administration has focused on security through the revamped Operation Rainbow, road and urban infrastructure in the Jos-Bukuru metropolis, public transport and agriculture.

Career before office

Mutfwang briefly worked with the Federal Office of Statistics and the Nigerian Bank for Commerce and Industry before studying law. A legal practitioner since 1989, he later served as chairman of Mangu Local Government Area before winning the PDP governorship ticket for the 2023 election.

Key initiatives in office

  • Recruited and trained about 1,450 personnel across all 17 LGAs under a revamped Operation Rainbow security outfit
  • Completed the NASCO-Abattoir flyover in Jos and rehabilitated long-neglected roads in the Jos-Bukuru metropolis
  • Revived public transport with new intra-city buses in Jos and Jos-Abuja services under Plateau Express (from May 2024)
  • Flagged off agro-logistics hubs in Mangu and Shendam (August 2025)
  • Raised state IGR to a record N31.14 billion in 2024 and about N45.1 billion in 2025 (NBS)
  • Won restoration of his mandate at the Supreme Court (January 2024)
